I can’t speak to amps less than 30 watts not needing a bias. All I can say is that there is a bias spec/procedure for the HT20, so in this case you will need to bias new power tubes

The short answer is yes. You’ll need to keep the output very low because the amp is expecting to see a very low level guitar signal.
