That setup should work...but if you are going to do that, I would use one of Weber's speaker motor's instead of power resistor's. A purely resistive dummy load will not sound as natural then a reactive dummy load will. The reason I say that is because a speaker load affects the tone of the amp. Sign...

Connect your headphones to the emulated output on the rear panel and turn the master volume all the way down. Then use the channel volumes to control the headphone levels.

My HT-20 has all kinds of gain and does metal tones pretty well. It has so much gain that I typically keep it set around 8 or 9 (clockface) and still get a good hard rock type of OD. Sounds like a bad and/or microphonic power tube to me. I'd start with a new matched set and a re-bias.

There's lots of ways to do it. Tone is a very subjective thing. My suggestion would be to get a dirt box and just try it. First put it in front of the amp on the clean channel and see what it can do. Then you can roll the drive back on the pedal and try the OD channel, then put it in the effects loo...
