I am using a Digitech RP1000 in the 4 wire Amp Loop mode. On the HT60, should the effects loop level switch on the back panel of the amp be in the +4dBV position or -10dBV for this?

The answer depends on how you want the amp to react to the effects.
In short, if you are just using the effects unit at line level then +4 is OK. If you are trying to drive the power section of the amp using the effects then -10 will allow a boost in volume without over compressing the signal. Neither one is right or wrong it's just a matter of what sounds you are looking for and how the amp reacts to the effects unit.
If you are going to be playing with a band, test your settings at stage volume so that you know how they sound when the tubes are being pushed.
