Bought an HT-1RH today and tried it with a 112 (16 Ohm) cabinet in the shop.
Unfortunately they did not have a 408 there to compare against, so was wondering what the impact is of going for the 16 Ohm vs the 8 Ohm cab re perceptable volume ?
PS I thought the 112 cab was a completely different beast that the stock HT-1R combo with the 8" speaker - what a difference!

Speakers are very individual in their sound charactistics with make, model, efficiency, and size all playing a role. The only true way to tell which you prefer is to play both, preferably side by side. Theoretically, an 8 ohm will have slightly more volume that the exact same (except for impedance) 16 ohm speaker, but I doubt you'd notice the difference. I guess with a 1 watt amp, the difference may be a little more than with a higher powered amp, but the speakers are not the same, and the other factors mentioned play a bigger role.
Maybe there's someone on this forum who has tried the same amp with both of the two speaker cabs you have mentioned, and their opinion would be worth consideration, but the best solution for you is to ask the music store if they would order a 4X8 for you to try both side by side. Perhaps if you promise to buy the one you like best, they may accomodate.

Just my two cents on this topic. I played the 4 x 8 cab in the store when I tried out the amp. I played it for about a good hour to really get to know it. I found the 4 x8 cab had too much low end to it. I plugged it into my own 1x 12 cab and I preferred the sound much more. The amp retained more of the highs when playing in the "UK" mode.
I personally did not enjoy the 4x8 in the UK mode at all. It was too dark for me. Now that I own the amp and I play it through an Eminence 1x12 I much prefer the sound. It sounds more balanced.

I've played my HT-1 through a Vox 10" VX10 16 ohm and, it did sound bigger. I did not dime it because it is very loud for one watt and it was Mother's Day! I want to try it through an 8 ohm 12 inch Jensen C12N on my Blues Junior. It might sound even more huge.
I played my HT-1 through the C12N in my Fender Blues Junior today! Wow! Did not even have it cranked up either! This is a special little machine! I have several amps but, this one has it going on for one watt. Here is a shot of my amps:
