HT-1RH problem - low volume

Hello to you all. I am hoping someone can offer some help with this problem.
I bought this amp used a while ago and I'm running it through an 8ohm 1x12 speaker. The issue is that the thing is basically inaudible on the clean channel unless i turn both the gain and volume to the maximum.
I have tried replacing both valves, which did improve the tone, but the low volume problem remains. When I changed the valves I did notice that the previous owner had installed a 12at7 in place of the 12au7 power valve, I'm guessing in an attempt to get more volume from it. Could this have caused any damage to the amp?
I have seen youtube videos of the ht1 combo showing that this amp should be capable of perfectly usable tones and volume on the clean channel with modest volume and gain settings, so I'm convinced something isn't quite right with mine.
