Is there any reason to be concerned if my HT1RH AMP has two ECC83S tubes.
I noticed the AMP is specd out for one ECC82S and one ECC83S tube.

Yes. The ECC83 (12AX7) cannot handle the same current levels that an ECC82 (12AU7) can. It probably sounds fantastic in there, but at some point it will catastrophically fail...and it might take out other components in the amp when it does.
The good news is that the HT1 does not require manual biasing, so you can just put an ECC82 in the output stage and you're done.

I am assuming the tube to my right when I am facing the controls needs to be replaced.

I took it apart (again) and see V2 is the output tube. This one is on the left.
